You are not wrong in getting him neutered because he is now, IMO, YOUR DOG! You took him in and tried every way possible to find his owner. They apparently do not want him back so you get to keep him. January 16th is a month away. If no one claims him by then, then yo should go for it. You saved him, and he is YOURS! Neutering him is the responsible, caring thing to do!
