It could be that she is frightened by the wind and remembers it. How about if you play some soft light music and just talk in soothing tones to her and create a safe place...see if that doesnt calm her. If it continues, I'd see a vet to make sure it is not medical, and once cleared there, maybe a trainer to assess the situation. You don't want it getting worse. Keep us posted.
