I can't speak to what a breeder should do about an owner whose puppies die -- but I can tell you that I know a couple of pairs of long range truckers who have small dogs that have thrived on the road. I take back that puppies cannot thrive with a pair of truck drivers. The one he was speaking of seemed to not be a very good owner and he just kept giving her more puppies. How many times does a dog have to die before you realize she was irresposible?
