I just took a quick look at the PSDA site and it is not quite so black and white. It's a charity and you need to meet very specific requirements plus it is NOT free you are required to make a donation back to the charity for care.

In the US there are plenty of low cost programs for basic vet care. Right in my area there is a low cost clinic that offers all types of different services for pets beyond the scope of vaccines. It is also run on volunteers and donations.
