I would restrict his freedom inside your house using either an xpen or babygates to keep him in one room, or where you can supervise closely. At his age and in this cold weather, I would train to use piddle pads. You should start training now. Use pads with the attractant scent infused. Put him on the pad and use keywords and phrases telling him to "potty." When he does it correctly, lavish him with praise and give him a small treat. Be consistent and he will take to it. Never stop giving praise for good potty habits. Make sure the pad is easily accessible and understand that when they are this young and small, they need to go OFTEN. Don't scold for accidents. Just show him the pad.
If you oppose the use of piddle pads, there are other methods, but someone with more knowledge and experience than I have will have to advise you about a suitable timeline in your pup's development.
