He is waking up frequently because at that age, pups essentially need around the clock care.
When I brought Maximo home at 13 weeks old, I put his bed/piddle pad/water/food/toys in an xpen next to my bed, and I slept with my arm hanging into the pen and my hand nearly touching him.
You can also try giving your pup a tshirt that you have worn to snuggle with in bed. Your scent will be comforting to him. Keep a close eye on him because he is too young to be away from his mom, and keep in mind that it is going to be weeks before he sleeps through the night.
