Default Major problems with two sweet yorkies

My sister has two little three year old yorkies which are named Stanley and Jackson.. The breeder was breeding the dad with a previous batch of yorkies.. Stanley is very skinny and has very bad skin problems.. He is itching whenever my sister isn't looking. He has very thin hair and he is gettin scabs. You can literally pull his hair out. He had a beard last January now he barely has any fur on his snout. He is losing hair on his snout, tail, legs ect. He is also missing patches of hair.

Jackson.. Is a very big yorkie he is 6-7 pounds with very thick hair.. He is having seizures and throwing up after each one.. He tends to eat stanley's poop and he humps his "bed" when he has his seizures he whets very unstable and gets really stiff..

These dogs both on their back left hip... They also had a yorkie about four years ago who died from a accidental overdose when he was getting neutered. He pooped all over the floor ..
