It won't take you long to start developing a "feel" for how you want your pages to look. Once you do, designing them will be a snap. One of the reasons I liked PSE was because I could find page templates on line that give me the basic layout, but then let me customize the back grounds, titles, frames and everything else. It helps to give a coordinated look to an album. Plus there are a lot of sites that offer free .psd and .png files, I think I have bought a total of 2 kits for the PSE because I can tweak just about everything to a different color to match what I need.
What ever software you use, you are going to have a blast doing it. It's highly addictive. For printing, I've found that it's more cost effective for me to have costco.com print the pages than to do it myself. They can do a 12x12 page for 2.99 and an 8x10 for 1.99.
