No reputable breeder will sell to a broker.
Surely, wherever you are, there are local breeders that you can visit; meet and greet the breeder and parents; and confirm the conditions in which they are born and raised.
It's pretty much the least you can do in order to distance yourself from ANYTHING resembling a puppymill.
