This is how I sat it up when they were babies, and in training. I did put pads down, attach water to the fence and then give toys and chews. I took them out every hour to potty, run, play and every other time I'd train them to come, sit and stay. Of course when they got older, the "come" flew thru their "airy-heads" if they seen or heard something worth investigating.......like that UPS truck or birds.
