Since he is 12 weeks old, recognize he is very young and going through a huge adjustment period.
Regarding foods, you likely want to get him off of puppy chow if it is a standard grocery store type brand. There is a wealth of good information on this site about various food products - research and find what seems to be the best fit for you, your budget, and your pup.
Regarding potty training - consistency is the absolute key. Keep him (and yourselves) on a strict schedule. Every day: wake up at the same time, feed at the same time, go outside to potty at the same time (and frequently); rest and bed at the same time. It may seem like a pain but keeping a strict schedule will pay dividends quickly.
Resist any temptation you have to give him people food as "holiday treats"; keep him on his own food / treat diet.
