Poor little girl. Hopefully, she's already been to the vets for a checkup. If not, that should be your first stop. As already mentioned here, the teeth could be the cause of her bad breath. Her diet could be another.

Oops, forgot to add that as far as minty treats go, don't feed her people mints. Many contain artificial sweeteners that are poisonous to dogs. Brushing her teeth with a dog-friendly tooth paste may help until you can get her in for a dental cleaning.
