This particular credit card we usually only use it when we are on a cruise, and I like to pay it off quickly so I make two payments a month on it. As I pay it online I can see the pending transactions and all transactions. So I do see the transactions every time I log on there and will see any unauthorized charges.
When I did a google search on the phone number associated with the charge I found that there were complaints back to 2008 about these small charges, always ending in .60
I always check transactions on this card and on our bank debit card regularly to make sure there is nothing charged that isn't authorized. (I know Bruce sometimes thinks I am crazy
as I often ask him if he had made a charge I see that I didn't know about)
