Mine go outside regardless of how hard it's raining, but I've been trying to keep them in since they are pad trained anyway, but they gang up from time to time and stay by the door, barking, spinning and such that I have to let them out. I put a little heater that blows nice warm air in the sun room for them and they come in and lay in front of it while they lick their paws.
