I can't see how it would stop growing at 24 weeks old just because it was small, I would like to see the dog in a few months time and see if her prediction was correct.
Although I have no idea why anyone would want a dog that small, I would be terrified incase I stood on it! I know when Poppy was a very young pup she was always under my feet and it was so scary.

EDIT: Okay I just clicked on the link and I see this pup was 1 year old at the time. Strange.
