there may be underlying issues with this little guy
first make sure he is staying very warm there is a good home made formula on here that works very well for tiny ones the choking may be a sign that he is not warm enough to swallow are you using nuri drops on him to help with his energy level has he been checked for a cleft palate?
what was his birth weight compared to the others and what is the difference now? did the vet sub q him by chance and give him the extra fluid to maybe get him over the hump i agree try letting him nurse off of mom alone even if you must hold him on so he can get a full tummy keeping a very small puppy going can be very hard at times and very tiresome is some one there 24/7 with him to make sure he is eating and potting evey 2 hours? these little one some times require 24 hour care by the breeder if they are not thriving
there is also a liver liquid rescue on her as well that has help bring a puppy back around


Recipe for fading or weak puppy...from what Ive been told it is a true life saver!! Thought this worth passing on...print and kept for safe keeping!

Beef Liver Remedy For Fading Puppies


Large piece of Beef Liver - boil slowly in a small amount of water (5 minutes or
until the blood comes out).

Let cool-drain the liquid ONLY; 4 drops into a dropper and feed the weak puppy.

First dosage every 2 hours for 12 hours, then every 4 hours. Continue for however long needed until the puppy is thriving on its own.

Don't feed or use the liver itself, it is far too rich; use only the liquid
