Yes, it looks like it. I have the same snuggie for Lily and it took forever for me to figure it out. When you have it laid flat and open, there is an elastic area in the shape of a "u". That is the part closest to the belly. Once you put it on and close it up the back there should be a small square velcro at the neck then the the 2 velcro straps along the back. The neck area is loose and sort of folds down. The darn thing should have come with instructions!
