How old is he? When did the chew/licking begin? Is it all four paws...or just one spot?
There is a lot to check for when a dog is chew/licking their feet.
If he is a young pup, allergies can't really develop yet. Is there any chance he was overvaccinated before you got him (thus, depressing the immune system)?
Did you change foods? Has he been checked for mites/mange (esp since he is a puppy, as they can catch this from Mom!)? Did you change shampoos?
