I have read here that a lot of dogs have trouble with the pad holders, they pee on the side or off of the pad.

Washable pads are another option to discourage chewing and pulling pads. Many people have posted here that washables cured all of their problems.

I still use disposable pads. Thankfully, Maximo outgrew his desire to treat them as chew toys. The pads are on top of a rubber mat. Although the mat doesn't hold them in any way, it somehow helped.
