Have you taken him to the Vet? He may have some allergies or be reacting to what you have used so far.

I am a natural product user. I use Dr Bonner's Castile Baby Mild Liquid Soap to shampoo Cerise and a natural conditioner afterwards, that I get from Whole Foods. Her hair and skin are in fabulous condition. I refuse to use commercial pet products on her, or anything that is chemical based. Even some items have natural ingredients listed but are mixed with chemicals that cause itching and skin reactions so be careful.
