All Admin needs to do is go in their administrative panel and delete the advertiser.

However, on the other hand you have quite a dilemma. While many media sources are beginning to oppose puppy mills, I don't think it's ever quite hit the internet. How incredible would that be if Google didn't allow puppy mill brokers to pay for online advertising? They don't allow paid pornography, gun ads, etc... This could become a very interesting movement.
