I believe in giving people second chances, but not at the expense of helpless. Community service at the animal shelter and perhaps hefty donations to the facility that took the most psychologically scarred of the dogs to rehabilitate would suffice. Michael Vick may be a totally new person, who knows? At the same time, some actions have long-term, or even permanent consequences. As a felon, he can't vote, no matter what wonderful things he may do in the future. Sometimes you have to live with your mistakes.
