OH noooooooooo OurFirstYorkie, I know that its frustrating.
I thought by putting my Izzy inside a baby gated area, small area, it would give my puppy less choices other than near her bed to go potty, but no lol...she has been going pee pee off the pad and on the majority of the time. So that's good I thought, well so I put newspaper in the spot after cleaning it up and she did go pee on the paper as well as the pad. I don't know how young your puppy is but mine's 15 weeks and I don't feel comfortable with her bladder to let her walk freely during the night & day yet outside of the gate. Izzy was eating her fecal too, but I tried the pineapple chunks and now that problem is solved!!
