People can do the worst, most horrendous things. And it really makes me angry when someone does something this horrible to a defenseless little dog.
God Bless you for taking her into your home & your heart.
You could just lay some wee wee pads down for her, and she might use them, on her own.
You're very kind not to worry so much about pottying until she feels secure with you.
It sounds like you are doing a great job.
Just continue to cuddle her and shower her with love. And in time, she will relax and you will have made the best friend ever!
