I suggest that you remove the toy, and correct his behavior just like you would any other unwanted behavior.
I have had dogs all my life and have never had one that needed to hump toys, so it is not a needed activity. They can live perfectly happy, lives without it.
You would not allow them to do other activities that could cause injury, so why let them do this, knowing there are some very serious health risks.

I've never heard this about hair wrapped around and the circulation cut off. Then again, this is my first dog I've ever had. He hasn't humped anything since he had his surgery (neutered ) early this past year. He's 3 years old, so I did the neutering late in life.
