Not trying to stir anything or cause an argument but I would not give a dog back to someone that was not taking care of it. If I knew for sure they were being neglected I would do just as the OP is doing and rehome them. Animal control / ASPCA is a crock they make an appointment to see the animal/s they feel are beiing neglected and then the owner cleans it up for them to see and they leave and nothing is done. I know this for fact. I would never again call the ASPCA for help. And, that is unfortunate, but it is how it is. They do not take the steps to go for an unannounced call, but rather make an appointment hence they find nothing. It's a crock. Right or wrong, sometimes we have to work outside the law in the best interest of the animal's well being. I know this may cause conroversy but it is how I feel. Elaine
