No this isn't right. Anyone who plans to breed two yorkies should atleast have liver, eyes and knees tested. atleast this is how i feel. some may not do this because the dogs may be their first breeding pair or whatever, and even though those dogs appear to be healthy at a young age, how do they know what could develop down the line that was un-seen from parents. these basic tests are not outrageously expensive to have done at all, so they should be done.
