Usually 15~20 minutes after they eat or drink & when they wake up. Be consistant. Don't let them roam freely throught out the house until they are trained as they will be confused. But them in a x-pen or a small area first, giving them pee pee pads as a place to relieve themselves. Try to put enough down as that is all they are on. When you come home that should be your first task. Keep some pee pads in the area of the house they will be in and hopefully they will remember the pads and go to them until they have mastered the great outdoors.
