The neighbor may be a Prima Donna, or they could very well have a legitimate complaint. Even though I love dogs, it annoys the heck out of me when someone lets their dog bark incessantly. 6:30 a.m. would drive me nuts. We all get a little immune to our own dogs barking, so we might not be aware of how it's perceived by others. I would suggest talking to your other neighbors to see if they are bothered by Bear being out that early, you might be surprised. But all it takes is one disgruntled neighbor to make your life an (expensive) living hell. If you live in a subdivision with an HOA, they might even have stricter rules in place than your county does.
