Where did you get her? Was it directly from the breeder or from a rescue? Do you know what kind of environment she was in?
If she was in a puppy mill, then the length of time for her to respond will be longer than if she were in a home being bred where she got human attention.
I have two yorkies who came from a bad situation about three years ago. They did bond with me fairly quickly, but they are both still very timid around other people.
