Yes the toothbrush is on and it's quiet. I got Teddy use to it right away so the noise doesn't scare him but it does scare Barney and Daisy. I do let Teddy chew some on the bristles but I also get in there and brush them though. For the video I let him do it himself. Barney and Daisy are very calm dogs and I can do the job very fast and thorough but Teddy is different and nervous so I let him do what he can
