There are several things that can be done but, I would suggest finding another vet, as this is not normal.....

1/4 cc of warm water inserted rectally into the anus can help or 1/4 cc pure glycerine. I've done both, but strongly suggest doing this with your vet's concurrence.

Add a bit of Karo Syrup to the drinking water

Your pup is 8 weeks of age, you are weaning, therefore changes in diet can cause problems. What diet are you using in the weaning process?
