If he were to be picked up by animal control he would be held for so many days then placed up for adoption. The owners would have no recourse at that point. You can leave the fliers up for a little longer. I would do what needs to be done, keep reciepts and if the owner does return to claim him they should have to reinburse you for the care you provided. If not then he will for sure be yours.
