I have two Yorkies and I trained them both. At the age of 10 weeks it's absolutely normal to have this behavior. The thing that worked for me was the walk. Take your puppy for a 20 minutes to half an hour walk and then it will be far more easier for her to pay attention to you.
My older one used to bite but since I started walking her and teaching basic commands she stopped bitting because she had other things on her mind and she also learned to listen to commands like NO and good girl.
You just have to be patient and don't forget to enjoy the puppy months, since it's the period of learning and laughing with all the cute staff she does.
You also have to be consistent with what you ask from her and wait until she do it right.
