Awe - I'm sorry you and Chloe are having a hard time. I think she has a lot going on. I got Greta at the end of September (she was just short of a year old) and she was outside trained and pad trained - and she has yet to use the pad on her own - well, not on purpose anyway. I'm sure that Chloe is just trying to adjust - that's a lot to have go on in such a short time I would think. Be expecting puppies, then surgery, then no puppies, then a re-home. That's a lot to handle. The potty thing would probably be the least of my worries. She'll get it.
Good luck and welcome to YT - I'm sure she'll be fine but I'd have the vet take a look at her just to be sure.
