Orijen doesn't have wet food so I'm going to assume it's kibble.

Orijen is a GREAT food and I feed it myself. However, Orijen needs to be fed a lot less of than most foods. It's high in protein and calories... my 15lber eats 1/2 cup per day of Orijen kibble... you're probably over-feeding! Your 3lber is getting the same amount of food as Jackson. The bag often way over-estimates. The MOST I would give my 15lb dog is 3/4 cup so for a small guy... 1/4 cup per DAY is probably enough, maybe a tad more since he's a pup.
