He likely has allergy issues may not be food related. Dick Van Pattens Natural Balance has different formulas that could address sensitivies. You can maybe start with one of those but likely not lamb and rice, it is a little too rich.
NEVER use Cedar oil anything on a dog. It is highly allergenic and cedar is lethal to animals. I don't care what labels say, these pet products are not regulated. I just about killed my Liana with a dematting spray that had cedar oil in it.
Oatmeal shampoo is the wrong one it will make it worse. A coal tar pet shampoo often works well.
For treating the hot spots, there are various things the vet can suggest, panalog has been used for many years for hot spots.
Alternately you can try swabbing the area with hydrogen peroxide and put on a little polysporin cream, it comes in a tube, from your pharmacy. That often will kill the bacteria and heal it up. you can treat it twice a day.
