Typical yorkie. I think most of them do the same. I would teach him some commands like sit, stay, come, etc. Or you could sit yourself and ask if he wants to go for a walk.
I would actually stick with the commands myself, but he isn't afraid of anything outside or of you. It's just him being a yorkie.
