As soon as her hair is long enough, start with just rubber/grooming bands (supervised, not too tight, don't want to see the whites of her eyes!!!lol) after she gets used to those after a week or two, start adding light weight bows, eventually graduating to the (heavier) tiaras!.
My two wouldn't know what to do without (at the very least) a band in their hair. I don't let them wear bows unless they're with me - if they come loose they'll chew on them and possibly choke. Yorkies just have to have bows! (IMO)
