I take him out until he does go, he hates the rain as well but I'm pretty patient. He also uses his potty patch inside if he does try to hold out, or if he doesn't want me to know he needs to potty
Just make sure you check the spot they "pee" at, just to be sure they emptied those little bladders, haha, sometimes they do a quick squirt and run to the door.
