Poor Kujo. Is he being treated for the mange with medication and special shampoos? Check with your vet before using anything, and if it is acceptable, try BioGroom's Silk Creme Rinse. You can go to their website and email them to request a free sample. I read in a different part of the forum that the BioGroom leave-in spray conditioner is also good as a brushing spray, which will also encourage the hair to hang straighter and to go where it is supposed to go.
