Default Going potty in the rain

We have had Claire, an 18 month old Yorkie girl, for about five months. She came to us from a breeder's home where pee pads all over the house were the primary toileting method. She has done very well transitioning to going potty outside-we worked very hard on this and we are very proud of her!!

HOWEVER, she does NOT like to go out in the rain and will revert to going in the house. She will follow our direction to go out even though she doesn't want to, squat briefly (as a fakeout-haha!) and then come in and go in the house!!

Anyone have any ideas? I am getting really nervous about the snow-we live in upstate NY and soon it will be wetter and colder outside!
