Barrettes are a choking hazard, especially for a pup who is still exploring the world with her mouth. I would use them only when supervising the pup very closely. To keep a barrette in, it should have little teeth on the closure. I think a lot of people put the hair up in a band first and add the barrette. This is what many of the bow makers suggest too.

Keep working on training your girl to allow you to put a band in her hair. If she knows the "down" command, train her with treats to rest her chin on a small pillow while you work on her topknot. I think it helps to do this on a counter/tabletop rather than the floor, where the pup is more likely to want to escape. Don't give up or give in and your girl will learn that this is a part of her daily routine.
