First of all, have the eyes started thinning or getting little slits in the inner parts of the eyes? If not, contact your vet...otherwise,
Try taking a cotton ball dipped in warm water, remove excess water and gently wipe over the puppies eyes. Maybe do this twice a day and check the next day to see if anything has started opening. This can be repeated over a couple of days.
Tinies have a tendency to do everything later.
