If those are your only options, I'd choose Kirkland. I hear a lot of people feed it to big dogs (since it's more expensive to feed big dogs) and do GREAT on it. It's really cost efficient but still a pretty good food, though it does contain grains. I've never heard of Gal Ultimate so I'd have to see ingredients to judge.

Puppy food can be fed up until 12 months old but a lot of people stop earlier than that for Yorkies. It's all your preference really.

Highly recommend Acana, Orijen, Nature's Variety, Fromm, etc, though and you can order these online now.
