When we were training, we used a litter pan with a pee pad in it. The litter was expensive, so that's why we did that. The pan also helps to define the pad area, bc many times they will have front paws on pad and back ones are not. you cannot correct that, they tried, but missed. The pan made her actually jump in and go.

I've also heard that sometimes puppies will eat the litter pellets. But never use cat litter under any circumstances.
