I bought my PediPaw last year and I just replaced the original file in it a few months ago. I'm not sure if that's normal, but the file lasted a LOT longer than I thought it would. I haven't had to buy a refill yet since the one I got came with one refill. I would highly recommend the PediPaw or a similar device like it (there are a few different brands). It's easier for me knowing that I can't hurt them with the file (versus if they suddenly move or you slip when you're clipping nails).
