Seriously, this is probably what's going to happen. But hey, you can try.
I would not give them any time to "adjust", because they are not going to understand the concept. Just stop allowing them on the top of the couch.
I do think this is a pretty specific rule, and it's probably going to confuse them. Like, "not on the couch at all" is one thing, but "you can't go on specific parts of the couch" might be tough to convey.
