There are plenty of rescues that DON'T charge an application fee. They charge to adopt the animal. If they do charge an application fee you should be sure to get it in writing that the fee is refunded if they deny the adoption. I will say it again. It is becoming very common for "sketchy rescues" to charge several application fees to potential adopters and then deny them in order to make money. Its sad but very true. I have not heard of rescues actually being puppy mills but I wouldn't doubt it one bit. Some rescues are actually hoarders I know. If anyone watches the animal hoarding show on tv you will see that is true.
