If the ulcer is caught early and treated properly, yes the eye heals completely and fairly quickly. A typical ulcer is not uncommon. Dogs with dry eyes are particularly prone to them.
If ulcers are not treated and do not heal properly, they can cause loss of vision or loss of the eye. The eye can blow out like a car tire.
Thus, it is very important to get to the vet immediately with any eye abnormalities.
